I always thought Rod was supposed to be older than Bart because he's taller than him and the other kids in Bart's class. And I thought Todd was younger than Lisa because he acts younger. It would also go with them not fitting in with the Simpsons at all.

Interesting video. When you think about it, the writers must have to put a ton of work into developing characters and their story arc(s) and then have to decide the dynamics in how they interact with the other characters.
