The Harts all had good size. Stu was jacked af into his 40s before his back injury was too much and he couldn't lift weights anymore. They were just not monster size that Vince wanted and were short by WWF standards. Crockett would have been a better fit for them where the whole family probably could have gotten work, not just Bret and Owen.
